Beijing vape Special Lecture
Although vapes were invented in China, they are not popular in China. There is a big reason for this: there is no authority to discuss vapes or specific policies, but on the afternoon of June 19, 2018, Beijing. The university hosted a special lecture on vapes.
The topic of the seminar was: "Should vape advertising be banned? Should consumption tax be levied on vapes?" Michael Grossman, a member of the National Academy of Sciences, gave a lecture at the Ma Qichu Economics and Management Seminar.
In this lecture, Michael Grossman provided a handful of causal evidence for a large number of recent economic studies and explored how vape advertising affects adult smokers' quitting behavior.
Michael Grossman first introduced the working principle of vape, which is a substitute for cigarettes. The use of e-liquid for the intake of nicotine by smokers isolates tar and other harmful substances caused by combustion relative to traditional cigarettes. According to statistics from the United States, long-term serial changes have shown that the number of vape smokers has risen sharply since 2010. In the long run, the number of smokers in traditional cigarettes has decreased year by year. There is a certain causal relationship between the use of vapes and the reduction in the number of smokers in traditional cigarettes.
From 2010 to 2014, the investment in vape tobacco advertising has increased significantly. From the perspective of public health and public policies, there has been a policy debate on the recent regulation of vapes. There is a fundamental economic issue in the debate - Electronics. Will smoke cause smokers to escape dangerous behavior or may it lead to new smoking behavior?
In China, the smoking population accounts for a large proportion, and nearly half of the men are smokers. Although China invented and produced a large amount of vapes, the proportion of domestic use of vapes is very low and exports have become the main destination. From the perspective of public policy, the research on how vapes affect traditional smoking behaviors of adults and juveniles is very limited. The government's management intervention on vape advertising and taxation policies remains controversial.
Michael Grossman combined the specific policies of the European Union, the United States and other countries and regions, pointed out the contradictions within the policy, mainly in terms of restricting advertising and levying consumption tax. Michael Grossman highlighted two new studies, the first study focused on consumers watching electronic Tobacco TV and magazine advertisements are used to establish links between the number of cigarettes and advertisements to help analyze and formulate specific policies; the second concerns the price difference of vapes in different states, and consumer behavior is greatly influenced by The impact of price factors.
At the end of the speech, the teachers and students attending the meeting and Michael Grossman discussed and exchanged views on the phenomena of extremely low smoking among Chinese women and the uniqueness of the Chinese vape market. Professor Liu Guoen, deputy director of the Faculty of Economics and Management of Peking University, expressed his thanks to Michael Grossman for his wonderful speech from the Department of Economics and Management of Peking University.
The Department of Economics and Management of Peking University initiated the Ma Yanchu Economics and Management Seminar and held a series of seminars aimed at focusing on the cutting-edge issues in the disciplines of economics and management and building a bridge for communication between teachers and students based on serving the country’s strategic needs. Actively promote interactive thinking and interactive research between teachers and students and the practice community at home and abroad.
Does the concern of academic institutions have a turning point in the Chinese vape market? In fact, research and policies for China's vapes are very urgent, as long as the study through the vape and vape policy will only give the vape market a very good guiding role.
