In January 2019, the Standing Committee of the Shenzhen Municipal People's Congress revised the "Sydney Special Economic Zone Control of Smoking Regulations" and formed the "Shenzhen Special Economic Zone Control Smoking Regulations (Revised Draft for Comments)". In the revision of the Exposure Draft, Vape was also included in the scope of tobacco control.

In order to improve the amendments to the regulations, on the morning of February 22, the director of the Education, Culture, Sports and Health Committee of the Standing Committee of the Shenzhen Municipal People's Congress held a consultation meeting in Room 137 of the Office Building of the People's Congress in Area A of the Civic Center.

The Secretariat of the Vape Committee of the China Electronics Chamber of Commerce was invited by the Education Committee of the People's Congress of Shenzhen Municipal People's Congress to attend the consultation meeting. The leaders of the Municipal People's Congress Standing Committee, the Municipal Science and Technology Commission, the Municipal Market Supervision Administration, and the Municipal Health and Health Commission were present at the meeting. Director Chen of the Standing Committee of the Municipal People's Congress of the People's Congress of the People's Congress of the People's Republic of China pointed out that as people's awareness of health is raised, they should increase their efforts to control tobacco. It is proposed to amend the tobacco control regulations through the National People's Congress and enact legislation to include Vape in the same tobacco control regulations as traditional cigarettes.

In this regard, the Vape industry representatives elaborated their views:

1. Vape was invented by the Chinese. Vape produced in Shenzhen occupies more than 90% of the global market. It exports to the United States and Europe as the main market. This is a sunrise industry with a global layout. The Vape industry is exporting foreign exchange and providing employment opportunities. Make a certain contribution, currently occupying a very small market scale in China, and should look at this emerging industry in an objective, scientific and rational manner;

2. Vape is a heating atomizer, does not produce open flame burning, so there is no fire hazard, its second-hand smoke pollution to the environment and the human body is very small, should be classified and identified, pending further investigation and evaluation;

3. Expressing its understanding that Vape is included in the scope of the ban on smoking and tobacco control in public places and public transport, and expresses its support for prohibiting the sale of Vape to minors under the age of 18;

4. For Vape's tobacco control range, it is recommended to relax the scope and law enforcement when legislation is revised, and to classify tobacco control. We should listen to the opinions of all parties, consider them comprehensively, and fully measure them, and avoid making a one-size-fits-all approach;

5. Shenzhen is a global Vape manufacturing base, which is mainly export-oriented. Regarding domestic regulatory policies, it is recommended that smoking articles should be managed as ordinary consumer goods. E-liquid containing nicotine and nicotine-free should be classified, E-liquid supervision The method needs to be comprehensively investigated and evaluated, and it cannot be generalized. For the Vape industry, which is mainly export-oriented, the industry should accelerate the regulation and promote healthy and sustainable development;

6. from the perspective of health and health, do not want to see young people to take pride in Vape, it is recommended to establish policies based on strict principles;

7. Shenzhen, the number of companies engaged in the Vape industry, the number of employees, the scale of industrial exports, the number of patents, etc., it is recommended to evaluate the Vape industry from multiple perspectives and balance the various factors.
