Tobacco control already includes vape
The last country in my country is a big tobacco country. The number of smokers accounts for one-third of the world's smokers. According to the proportion of China's one-fifth of the world's total, the proportion of smokers in China is much higher than the global average. Tobacco control is relatively unsuccessful.
As a substitute for tobacco, vape is popular all over the world, and has a high proportion of users in many countries. However, in China, the penetration rate of vape has been very low, and it can only be maintained at about 3% at the highest point, which is higher than that in 2014. The proportion of vape that has become popular again in China can only be achieved with good results. Before 2014, the proportion of vape used in China will be much lower. There is no reference data on how much, as far as I know, it must be less than 1%.
The main reasons why vape can develop such users in just a few years in China are: 1. The online shopping industry is very mature in China, and it is very convenient to buy vape through the Internet; 2. The cool fancy smoke show is very attractive to young people , so young people are the main user group of vape; 3. Many businesses open physical stores near schools or on the only way to school, and quickly open up the minors market through the characteristics of minors being curious about new things and their easy popularity.
After vape became popular among minors, many people began to worry that vape could easily induce minors to try cigarettes, increasing the proportion of minors becoming smokers.
Whether vape will induce minors to become smokers has not yet been clearly concluded, because those who support vape believe that vape will not induce users to become smokers, while those who oppose vape think that vape will Induce users to become smokers. Both parties have their own arguments and can cite data as examples, so it is not certain that vape will lead vape users to become smokers.
In fact, the best way to reduce the proportion of smokers in time is to control tobacco, instead of focusing on vape. Of course, now that vape is included in tobacco control, so to control tobacco, vape is also within the scope of tobacco control.
How to control smoking? In fact, for so many years, I have not found any progress in tobacco control. The phenomenon of students smoking has not seen an effective improvement, and it is still very easy for minors to buy cigarettes.
It can be said that the real change in tobacco control in the past 10 years is that the tobacco tax has been adjusted several times. The reason for these price adjustments is to reduce the consumption of tobacco through tax adjustment.
But does this really work? After several adjustments of tobacco tax, the current price of a pack of cigarettes is basically maintained at around 20 yuan, and cigarettes below 20 have become a minority. Compared with 10 yuan cigarettes more than 10 years ago, when the price of cigarettes was the mainstream, the price has doubled, but I have not found anyone around me who quit smoking because of the increase in tobacco prices.
Of course, you may say that it is because the price of tobacco is not high enough. Indeed, the price of tobacco can still be increased. When it reaches a certain zero threshold, there may be a phenomenon of large-scale smoking cessation. But would they dare to do so? I don't think it's possible. Tobacco can already provide trillions of tax revenue for the country every year. They are reluctant to eliminate this industry.
I think the tobacco control in the future will still focus on adjusting tobacco taxation. The adjustment will be made step by step, and the adjustment will only be stopped when the adjustment can really affect tobacco sales.
